Minutes from the April 6, 2026 Meeting for Approval
Treasurer Report: Nikki Dean
Correspondence to be Discussed:
1.The Erb Inspections Reports for April 2026 was zero.
2.Currently we have one open road bond with Bradford Forest, LLC for a small portion of Southwoods Road and Heth Road.
3. Reminder: The Center for Dirt and Gravel Road Studies will be holding an Environmentally Sensitive Maintenance (ESM) Training at the PA Lumber Museum on June 10 and June 11, 2026. Those completing the training will be certified for five years, through the end of 2031. Training is from 8 a.m.-4 p.m. with breakfast and lunch provided each day. Morgan’s e-mail sent 2.26.26 has two links, one for registering and another for checking certifications.
4. No one from the township attended the P.C. Conservation District Dirt, Gravel, and Low Volume Roads Maintenance Program Annual Municipal Breakfast Workshop on Wednesday, April 8, 2026.
5. Rylind Construction Company, Inc. of Muncy, PA was awarded the Big Moores Run Bridge Project bid by Penn DOT. There was a meeting on Tuesday, April 28, 2026 at 10:00 a.m. at the Township Building with Penn DOT personnel, Rylind Construction personnel, WRA personnel, and Homer Township personnel. Those attending on behalf of the township were: Supervisor Mitch Freeman, Roadmaster Jeff Reed and Secretary Mary Freeman. There is no need for them to use the township office, as was mentioned in the past. The original plan was also for Homer to access some of the leftovers from the bridge, but since the township does not have the needed equipment Rylind Construction is willing to take care of it.
6. Reminder that Bob Geyer of NTM Engineering Inc. will need to be informed when the bridge is shut down for repair, when it reopens and he will also need pictures.
7. Daren Stover has taken Randy Albert’s position as the Municipal Services Supervisor. Randy retired. Dalton Fantechi is our new Municipal Services Specialist and can be reached by phone @ 814-571-5492 or by e-mail @ dfantechi@pa.gov.

1.Possibly Mr. Mike Delp re. the Wilson property.
2. Possibly Alan Spriggle regarding potential employment with the township.
Township Reports:
1.Roadmaster Jeff Reed: Reports that rain and wet weather are hampering grading efforts.
2.The Roadmaster fixed the outside light. The rock needs to remain where it is so the door does not hit the light.
2.The Roadmaster would like to discuss servicing the generator.
3.The Roadmaster was able to turn off the heat in the garage. Has the issue with the thermostat or heater been fixed?
Old Business:
1.Election Day is Tuesday, May 19, 2026. This year the election will allow for paper ballot in addition to ballot by the voting machines. Because of this an extra table will be needed. Secretary Mary Freeman proposes that the wooden table be used for paper ballot, the large table for the Election Board members and that the refrigerator be placed on the ground to allow the Election Board members room for their food. The small folding table near the bulletin board will be placed in the garage as normal to allow room for the voting machines.
Roadmaster Jeff Reed will be present for the drop off of election equipment on Monday, morning, May 18, 2026 and will be here when the equipment is being picked back up Wednesday, morning, May 20, 2026.
On Election Day the building will need to be opened at 5:30 a.m. and locked up at 8:00 p.m. Secretary Mary Freeman normally always unlocks and locks back up, but will be in State College for regular work. Would it be okay for her to give one of the Election Board members a building key and then get the key back from them, after the election, or would someone else like to let them in/out?
2.Discussion of Township Clean Up Days and advertising of this event. Because Election Day immediately follows Clean Up Days it may be best to have the dumpsters placed further back in the parking lot farther than normal.
3.Secretary Mary Freeman previously attended a gathering at the borough maintenance facility building on 3.16.26 regarding a Needs Assessment for DCED for the Coudersport Volunteer Fire Department and possibly the Coudersport Ambulance Association. Has anyone heard anything new about this?
New Business:
1.Reportedly the Wilson house on Southwoods Road is not to be inhabited.
2. Bids for June 1, 2026 Meeting.
3.Leisa Fair to discuss FEMA/PEMA 8 road surfaces plans with Roadmaster Jeff Reed.
4.Drew Page will be servicing the back hoe.
5. Supervisor Carol Putt-Ayers to discuss the grant writing seminar, she attended on April 28th, in Port Allegany, which was sponsored by Senator Dush’s office.
6. Supervisor Carol Putt-Ayers to provide an update on EMC meeting. Last month it was noted that Potter County Quarterly Trainings from Emergency Management had been announced for April, May and June.
7. Dust Suppressant is scheduled for the week before Memorial Day Weekend without an actual date yet.
